with a max of 2 flights per year ISS will not get all the modules
launched, that are currently in storage,
they cant put 24 flights of stuff on 9 flights or less.
note new tech troubles are always being uncovered, anyone can cause a
safety grounding. this is a constant issue.
at what point do so few flights be not worth the effort?
