We need speed.
Build a permanently manned base on the moon and refining and
manufacturing facilities and watch space travel go through a
revolution. The only thing keeping us Earth-bound is lack of vision.

The short term investment would be huge, long term we'd open up the
rest of the system for our use. Getting to Mars or any other planet for
that matter is much simpler from the Moon. The experience we'd gain in
living and working in reduced gravity and vacuum environments would be
invaluble. The Moon's relative proximity makes it a safer lab for the
kind of environments we'd have to deal with on, say Mars or the
satellites of other planets.

The Moon is the key, the question is are we willing to invest the
resoures to use it.
