At this point nasa should build the long considered shuttle C using the
existing pads, engines etc. keep the same form to lower costs, get rid
of the APUs and basically build a cargo version of the shuttle that has
2 variants
one a one way all cargo for the heaviest loads
two a less capable cargo version with return autoland to bring back
things to earth
the third would be a CEV launched on a expendable.... for basic manned
ops and occasionaly small cargo runs
then build lots of missions that could go on the shuttle Cs
.
