If you deploy the cable from orbit, then the orbit does not need to be
perfectly stable until the cable has been lowered to the proximity of
the ground.
So, while you lower the cable, movement of satellite doesn't matter that
much because the cable isn't attached to the ground. It is only once
you get near to the ground that you will want to position the satellite
precisely over the ground base target and then have its orbit perfectly geosychnonous.
