we could build a brand new shuttle, using all new technologies.
But the cost to orbit will likely be more than a capsule based system
and worse take much longer to build(
A NEW shuttle should be a 2 stage vehicle, with liquid flyback booster.
Shuttle on TOP.
Really though nasa shouldnt even be building new vehicle
They should spec X pounds to orbit X times over X years and let private
industry work it out
