Disaffected ex-employees can be the devil. NASA has certainly
had its share.

Or, an angle fired by the devil who just happens to have the social skill
to move up in an organization like NASA. Technical excellence isn't a
quality that NASA prizes above social skills. Many of the best technical
people I know tend to lack these prized social skills that NASA tends to
value above technical excellence.

It's all in how you look at it, a matter of perspective.
