Ah...that's the real reason. I was wondering why it's lost nearly 20km
in the last year or so.

If the timing of that release coincided with a reboost and continuing
reboosts kept it at or above that height, the object would continually
fall below. If that's not the plan, then it makes sense why they are
worried about it.
