If the O2 and H2 are obtained through electrolysis, then the source of electricity must be factored in. If it is coal fired plants that generate that electricity, then the CO2 generated by those plants needs to be counted.

And the exhaust from the SRBs should also be factored in.

And of the electricity is coal or gas/diesel based, then the electric bill for the whole shuttle programme has to be factored in because it also ends up contribting to CO2 emanations to the planet.
