Wrong again. There is no inference. You are the clueless one

The same launch vehicle, a Delta IV for example, can be use to launch
crew or a national security spacecraft or a high dollar planetary
space. Both require the same reliability of the launch vehicle, there
is really no difference. The point is even if the Delta IV had the
capacity to launch a crew with the spacecraft, there is no need.

1. Even though the vehicle is just as safe for crew only, it is still
a needless risk to take.If the crew is not needed, then eliminate the
requirement for them
There are many other reasons to not mix crew and cargo too

2. It makes the spacecraft more complicated since it has to be "man
rated"
3. No value added.
