For the last rescue mission, they could refurbish old ET-94 (or
whatever number the last LWT is. It's still around.) Payload hit to
ISS would be bad, so it isn't worth it for a regular flight, but would
do fine for a minimum payload rescue flight.

This is true, if they can scrape up enough money.
