We're talking one additional flight in 2010. Still plenty of time to
decide to refurb ET-94.

Logically, the refurb work would be tacked on to the end of the
Shuttle ET work in '09-'10.

I think Derek's point is that the tooling/requipment may not be available by
then.

Precisely - with the lead times needed to fly such a mission, the
decision has to made quite soon to fly it then. Otherwise the
capability may or may not be available as various things are
decomissioned/converted.

It's not like the program goes dark when the last mission touches
down, parts are going dark even as we speak.
