NASA is very very low in a new president's agenda when they take office.
And considering that so far, NASA has not figured in any debates (has
it ?), it is even less likely to be a priority when whoever takes office.

Consider that when the current regime took office, they kept Goldin
(appointed by Clinton) on for quite some time before giving the job to
someone else.

NASA would have to have some "shuttle champion" to argue the cause of
continuing shuttle flights and have the ear of the new president in
order to get something done to reverse that 2010 deadline.

There are more "kill the shuttle" champions who will ensure the current
path is maintained.
