No, that's not possible. Linear and angular momentum are conserved
separately. The only way you can make something like this work is by
transferring some of the momentum to some other object -- for example,
to the Earth, by braking it with something connected to the ground.
But for a free-floating object, with nothing to transfer its momentum
to, then you'll have no way to change its angular momentum at all;
forget about trying to convert some of it to linear momentum!
