There are two curves in that plot - which one were you referring to?

22.5 doesn't look right for either!

That said, your equation would be of the right form for constant
wattage (which would make sense), and the curves look about right for
that. The curves don't look to be experimental but to have been derived
from a formula typed in to Excel.
