Which Inferential Test?

I am a Junior Psychology student taking a Statistics class for my
major. I do not understand the material very well, and I am having
trouble with a project. The data that I have are Number of Deaths From
Heart Disease for 19 counties in Wisconsin and 19 counties in West
Virginia. My hypothesis that I wish to test is that location effects
number of deaths from heart disease. My problem is that I don't know
what kind of inferential test to do. I have access to SPSS 13.0 for
Windows. I thought of doing a simple correlation, but I'm not sure how
that is mathematically possible. I'm caught up on the fact that
location would seem to be nominal data while number of deaths is ratio
data. Can someone please give me some advice for an inferential test
and how it would work? I would greatly appreciate this. -Nick
