OK, I'll bite. How did you get 2070 possible outcomes?
By following Bruce Weaver's recipe.

I assume those were the numbers of pennies, nickels, dimes and
quarters:

a. 25
b. 12
c. 5
d. 4

Since it wasn't specified how they were randomly selected, the only
relevant number is the TOTAL number of coins = 46.

Bruce's recipe would yield 46 x 45 = 2,070.

I re-read the original question and there is another interpretation. It
appears to me
the OP was asking if you have four coins, 1 penny, 1 nickel, 1 dime and
1 quarter,
how many ways are there to draw two coins without replacement. The a-d
were
then multiple choice answers. So, assuming 4 coins and using Bruce's
recipe,
you get 4 x 3 = 12 (b).

That's how I read it too.
