I have a question. Two sets of numerical values are given. Then a new

set A or B. How can I measure the fitness of this single numerical
value to the two sets of given values from a statistic way?

Can you say how the two sets of numbers were arrived at? If we took
your title seriously then clearly harmony requires that the numbers in
one set are ratios of one another (like the frequencies of notes that
form a major chord). If that is the case you would just work out which
set your new number belongs in by seeing whether it harmonises with the
others.
