Is this article a hoax?

I've never heard of Johns Hopkins, or any other reputable Western
university, testing drugs on humans in India before testing on animals. I'm
assuming this is a lie?
The article also talks about the "Sonic Hedgehog" gene and an anti-cancer
drug as an "anti-carcinogen", so it sounds dubious in the extreme.
