The article also talks about the "Sonic Hedgehog" gene and an
anti-cancer drug as an "anti-carcinogen", so it sounds dubious in the
extreme.

The guts of the story seem true, but the facts seem to not match up.
There were clear Hopkins Institutional Review Board violations (I don't
think the study ever went to the Hopkins IRB for approval, and it should
have), but there seems to have been approval of the Indian government.
None of the articles I could find confirm that the drug had not been the
subject of animal testing.
