Error Testing

Hi all,
I'm currently trying to test for an intermittent fault on a modem. I
carried out one test dialing 250 times and it failed on 3 occaisons. On
a second test (with slightly different settings) I dialed 100 times (to
save time) and it failed 4 times.
Intuitively it looks like the first set of parameters is more reliable
than the second however I've been asked to prove this properly. A Level
stats happened a long time a go, can you give me some pointers please.
