whats right or wrong here

I dont know if Im inthe right section, but I was pulling into a parking
lot space at the local beach and this person sitting on the curbing
infront of my bumper would not move , his family were in the car next
me , I parked two feet away from not bumping him , what do you think,
he should have moved for me?
