In my opinion is there some amount of confusion. The F test deals with the comparison of several means (if they are only 2 we must perform a t test), not with standard deviation comparisons. Note that *Analysis of Variance* is a misleading name: in fact is a Test of Means.
About your idea that * the Chi-squared is used to test a std. dev. against some value, I DO NOT AGREE. There are two or three sorts of Chi-squared´s but no one is able to compare standard deviations.
Conclusion, as far as I can see, I do not understand how the two tests can *compete* in order to attain the same objective.
Please, make an effort to be clearer.
