If it can't be done with a ruler and pencil on a graph, one procedure is to model it as an all-pole filter, H(s) = 1/(Polynomial in s), then vary the pole location(s) in the s-plane to get a best fit to the sampled FR.
Finding the best number of poles could be problematic
