Policy of scientific papers publication

Since more than two centuries scientific papers are submitted to a referee board in order allow to be published.
This practice has the advantage of not to restrict to only one person the responsibility to judge it could be biased by more than one raison: partiality, ignorance..... In this way the verdict is sensed to be fair.
Is the reason that I am FOR referees in Sci. stat. math.
In short I reject that someone self - appointed the charge of indisputable judge.
