The criticism is perhaps the fact that you have not read what Neyman said
about the hypothesis.
In 1957 he said :"First the visualization of several possible sets of
hypotheses relevant to the phenomenon, second deductions from these sets of
hypotheses, and third, an act of will or decision to take a particular
action, perhaps to assume a particular attitude towards the various sets of
hypotheses".
You have not covered or looked at all possible hypotheses, to totally cover
probability space.
