difference between two sample and paired t-test

If I am not sure to make assumptions about the homogenous variances of the two samples, I use the two-sample t-test.
If I have the two samples with significantly different variances, and I apply one-sample and two-sample (unpaired) t-test, the later gives a smaller p-value. Will this be the case always?
