Are you suggesting making the NG moderated? As far as I know, it is not possible to get unmoderated -> moderated, but the other way is possible.

I personaly think moderated newsgroups are a bad thing. I find the Mathematica one very annoying

a) Things take a while to get posted.

b) The moderator is rather biased in favor of Mathematica, so critisms tend to go to /dev/null.

I'm not convinced moderation achieves much useful myself.
