I have two nominal variables, one contain 18 labels and the second
with 15 labels, it is a population data not sample, my question is,
what is the right statistical technique that can be use? Many thanks.

If it is "population data" then you do not need statistics. Only if you
acknowledge that your data is a subset of possible samples from a larger
population, rather than the entire population, will you have any reason to
think statistically.
