true against nominal significance level

Dear colleagues,

I'm reading a paper that compares several tests in terms of power and
test size.

They talk about true and nominal significance level. The notion of
nominal significance level is clear to me but that of the true
significance level is much less.

What is it ? Can it be estimated ? How ?
