can pso accords to the mcmc method?

Dear all,
I have read a book said that simulated annealing accords
to the mcmc and thus the mcmc can be implemented in simulated
annealing framework, so I have a question: does pso ( particle swarm
optimization ) accords to the mcmc? I think both simulated annealing
and pso are only depend on the current step.
