null hypotheses is never proved or established, but
is possibly disproved in the course of
experimentation. Every experiment may be said to
exist only in order to give the facts a chance of
disproving the null hypotheses.

Fisher is talking about proof or disproof of the null hypothesis. That doesn't stop one from being able to make a decision to accept either the null hypothesis or the alternative hypothesis. Proof and acceptance are not the same thing. That's why we have type I and type II errors.
