You might want to have a look at ImageJ <http://rsb.info.nih.gov/ij/>.
ImageJ is freeware and thanks to it's being developed in Java it runs on
most computer platforms. Depending on which Framegrabber you use
Framgrabbing is also supported from within ImageJ (I've used it in
combination with Scion products).
