It depends on the amount of emitted power and the power received by the
detector. An object that produces 1 W of visible green light can easily
be detected regardless of how small it is (or how far away it is), if
the detector can pick the signal out of the background noise.

Maybe you are asking what the (power) limits of detection- I have worked
with millimeter wave imaging systems that can pull femtowatts out of the
background.
